NUREG-0737, ITEM II.B.3, POST ACCIDENT SAMPLING SYSTEM Re:
Browns Ferry Nuclear Plant, Units 1, 2 and 3
Our letter of May 1, 1984 discussed our evaluation of the interim Post-Accident Sampling System (PASS) at Browns Ferry and your design for the permanent PASS.
The interim arrangements for sampling were discussed in a meeting on May 9, 1984 with your staff and NRC representatives from Region II and the Office of Nuclear Reactor Regulation.
The actions you have taken or are taking to upgrade the interim system and procedures were discussed in your letter of June 6, 1984.
In our Safety Evaluation of your proposed design of the permanent
- PASS, enclosed with our May 1, 1984 letter, we concluded that your design met seven of the eleven criteria in Item II.B.3 of NUREG-0737.
We have evaluated the information submitted by your letter of August 13, 1984 and have concluded that your design meets ten of the eleven criteria in Item II.B.3 of NUREG-0737.
The remaining Criterion (2) relates to onsite radiological and chemical analysis capability.
You stated in your letter of August 13, 1984 that a
core damage assessment procedure for such analysis capability would be prepared as a Browns Ferry Technical Instruction based on the General Electric BWR generic procedures.
You advised us that completion and implementation of'he approved procedure for application'o interim post-accident response was planned to be accomplished by September 30, 1984.
You also stated that when the permanent PASS is operational, the interim procedure will be modified as needed to function with the permanent PASS post-accident. equipment and instrumentation.

Mr. S. A. White The enclosed Safety Evaluation summarizes the basis for our acceptance of Criteria (1), (10), and (11) and states the additional information we will need to accept Criterion 2.
We request that you submit the revised procedures for use with the interim PASS so we may complete our evaluation of Criterion (2) prior to start-up of Unit 2.
Our May 1, 1984 letter to you on this same subject expressed concern over the relative priority that you had given to post-accident sampling capability.
Although we continue to maintain that concern, it has been alleviated for Browns Ferry, Units 1 and 3 because of TVA's commitment to have all NRC regulatory requirements met as a condition for start-up of those plants.
We view the permanent PASS as one of those requirements.
With regard to Browns Ferry Unit 2, please state your schedule of installation of the permanent PASS.
