At the conclusion

of the

inspection,

the

findings

were

discussed

with those

members of your staff identified in the enclosed

inspection report.

Areas

examined during the inspection

are identified in the report.

Within these

areas,

the

inspection

consisted

of selective

examinations

of procedures

and

representative

records,

interviews with personnel,

and observation of activities

in progress.

The inspection

findings indicate that certain activities violated

NRC require-

ments.

The violations, references

to pertinent requirements,

and elements

to be

included in your response

are presented

in the enclosed

Notice of Violation.

The apparent violations described

in paragraph

5.a (10 CFR 50.59)

and examples of

10 CFR 50, Appendix B, Criterion

V in paragraphs

5.b, 6.c, 7.a

and 7.c are

under

consideration

for escalated

enforcement

action.

Accordingly,

no

Notice

of

Violation is being

issued

on these

items at this time.

No response

to these

items is required.

However,

please

be advised that the

number

and characteriza-

tion of these violations described

in the, enclosed

report

may change

as

a result

of further

NRC review.

Your attention

is invited to unresolved

items identified in the

inspection

report.

These matters will be pursued during future inspections.
