In your response

to Item 4, you denied that

a violation occurred

in that you met

the requirement

of Note 1.A to suspend all operations

involving core alterations

and fully insert all operable

control

rods within one

hour.

We have reviewed

your

response

and

determined

that,

technically,

a violation did not occur.

Nevertheless,

we are

concerned

about your response

and the interpretations

that

you offer.

for example, if the

minimum number of operable

in'strument channels

per trip system is not met, the inoperable trip system

should

have

been tripped

as

specified

by Technical

Specification

Table

3. 1.A,

Note

1.

Following the

logic implied by your interpretation

of Note 1.A, all IRM's and

SRM's could be

t

inoperable

in refueling or shutdown

modes without any requirement to repair the

inoperable

instrumentation

until you planned to move fuel or startup.

We do not

believe

you

intended

this interpretation.

You are

requested

to

amend your

response

to provide clarification of your position.

We further

note that the

Browns Ferry Technical

Specifications

are

not clear

and

unambiguous.

You should give serious

considerations

to converting to the

Standard

Technical Specification format.

We

are withdrawing the specific violation identified

as

Item

4 in our letter
