APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Susquehanna Unit 1 and 2

NPF-14; NPF-22 During an NRC inspection conducted on September 2,

1990 - October 6,

1990, one violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C

(NRC Enforcement Policy), the violation is listed below:

10 CFR Part 50 Appendix B, Criterion V, Instructions and Procedures, requires that the activities affecting quality shall be prescribed by documented instructions, procedures, or drawings appropriate to the circumstance and shall be accomplished in accordance with these instructions.

Contrary to the above, commencing on August 29, 1990 the licensee's examinations of the "B" and "D" diesel generator units disclosed extensive internal damage which was caused by the licensee's failure to provide adequate procedures to control an activity, i.e., sandblasting intercoolers, associated with this Class lE equipment.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including:

(1) the reason for the violation if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending this response time.
