This letter provides some clarification of our response to NUREG 0737 item I.C.6, Verification of Operating Activities.

Verification of performance of operating activities will be provided via operating procedures.

All such procedures will be completed prior to fuel load.

This program will meet this NUREG 0737 requirement with one exception.

Independent verification will be performed (as defined in the procedures) by a person qualified to carry out the activity and not necessarily a licensed reactor operator.

This commitment will allow NRC to close open item no.

76 and perform a con-firmatory review.
