Dear Mr. Tedesco:
In your letter of February 20,
- 1981, you requested confirmation that the plant security system has been essentially completed and is ready for the NRC.security inspection prior to completing the Susquehanna Safety Evaluation Report (SER).
This is contrary to our understanding of normal practice which is that the design of a system is evaluated in the SER and the verification of operability and completion is audited prior to fuel load.
We believe that the verification of operability of the security system is not required prior to issuance of the SER.
We would be pleased to discuss this further at your convenience.
