Dear Mr. Grier:

The referenced letter describes a condition involving the derating of Westinghouse types JB, KB and HKB circuit breakers used in Eaton Corporation motor control centers.

Further information on the cause and extent of the defect and its resultant safety implications has been received and evaluated by PP&L.

Based upon this additional information, we have now concluded that a reportable condition does not exist.

Original information provided to Bechtel Power Corporation by Eaton Corporation indicated that the derating was applicable to Westinghouse circuit breakers manufactured between April, 1979 and January, 1981.

However, the time period has since been revised to include the referenced breaker types which had been manufactured between

November, 1980 and January, 1981.

This new informa-tion was provided in a letter dated January 28, 1981 - Eaton Corporation to Bechtel Power Corporation.

Based on the <<ev'sed ime period pertinent to the manufacture of breakers which recuire derating, Bechtel Project Engineer'ng has determined that there are no breakers at Suscuehanna SFS whicn are affected.

In addition, a check of spare breakers purchased by PPGL has determined that none of the items in stock in the SSES Storeroom could have been manufactured dur'ng the time period of conce n.

Toward the objective of assuring that future procurements of Westinghouse types JB, KB and Hi% circuit breakers would not have the subject deficiency, Bechtel Project Engineering pursued the identification of the cause of the deficiency and corrective actions taken with Westinghouse.

It was learned that although the subject breakers can interrupt thei" original rated fault current, the breaker casing develops cracks after such operation's and must be replaced.

Further, it was determined that Westinghouse has redesigned the casings for type JB, KB and HKR breakers and is currently in production of fully rated units.

We trust the Commission will find the conclusions of this evaluation to be acceptable.
