This letter provides a response to your letter on March 25 requesting an estimate of the monthly cost to maintain Unit 1 in an inactive status while awaiting a full power license.
Susquehanna SES will be an integral part of the Pennsylvania-New Jersey-Maryland (PJM) generation system.
A licensing delay to this unit will impact the whole system.
Replacement energy will be supplied by coal-fired and oil-fired units in the PJM system.
Therefore, the attached table shows replacement energy cost estimated for the PJM system.
The additional capital cost estimated for a delay of 8 months is
$ 235 million.
This cost has two components.
- First, an additional cost of capital used during construction of $ 150 million.
This results from the interest charges on the total Unit 1 investment being extended over the delay period.
- Second, an additional investment of $85 million is estimated to maintain current levels of engineering, plant staff, project management, other technical personnel, and construction services during the delay period.
Although it is not specifically requested, it is important to note that a delay of Unit 1 will likely impact Unit 2 and cause additional expenses.
