20555 APPEALS MEETING MINUTES APRIL 26, 1981

Dear Mr. Youngblood:

Six (6) items were scheduled for appeal.

Two (2) items were resolved prior to the meeting.

PPGL will perform air tests for the feedwater system and use 1 gpm leak rate acceptance criteria for hydrostatic tests.

Isolation of RWCU and MSZV on high drywell pressure will,be, addressed generically.

Three (3) items require further NRC/PPGL discussion and documentation:

(1)

Interim purge valve qualifications will be implemented prior to fuel load.

PPaL made commitment to meet NRC qualification requirements before first refueling outage.

(2)'etwell spray automatic actuation will not be required if NRC finds 27 minute operator action calculation acceptable.

(3)

High pressure drywell/wetwell steam bypass may be addressed by a test, which is run at the highest downcomer submergence pressure available, or some other alternative.

One item was appealed for NRC decision.

NRC is to decide if low pressure drywell/wetwell bypass test frequency should be performed at ZLRT or every refueling outage.
