Dear Mr. Youngblood:

The following is Pennsylvania Power a Light Company's response to requests by Mr. R.

M. Stark for documentation of several items discussed in the Exit Interview at the end of NRC's Management Review.

1.

Provide the training matrix developed for off-site and on-site personnel.

The training matrices for Plant Staff and support personnel are attached.

2.

Provide a list of procedures needed to support operations and a schedule for their issuance.

Copies of the Status Summary and the Master File List for the Susquehanna Procedure Tracking Program are attached.

A Procedure Index is also provided to cross-reference the procedure titles and numbers.

Please note that each procedure is identified, assigned to a particular section and individual, arit has been scheduled to support startup.

The summary report shows that progress is adequate to support this schedule.

Provide a copy of the handouts used in PPGL's presentation.

Modify the FSAR to show the current"and targeted manning levels which were discussed during the management review.

An FSAR change has been, initiated.

Chapter 13.1 will reflect these changes in a future amendment.

Document PPGL's intent to retain Bechtel startup support through startup of Unit 2.

The Integrated Startup Group (ISG) is a temporary established to augment the plant staff during the of both units.

PPaL has developed a comprehensive program for feedback of operating experience.

Components of the program are as follows.

Operating experience from other utilities and other industry sources is initially reviewed and dispositioned by the Industry Events Review Program (ZERP).

The ZERP is designed to assure plant personnel do not routinely receive extraneous and unimportant information, that information is not contradictory or conflicting, that information is resolved prior to dissemination and that important information is rapidly routed to the appropriate personnel.

A description of the organization, responsibilities and procedures of the ZERP are described in Nuclear Department Instruction NDZ-6.2.2 (attached)

General information from the nuclear industry and information of general interest from inside the company will also be disseminated to appropriate personnel.

The details of this program are described in Nuclear Department Instruction NDI-6.2.1 (draft attached).

Document PPGL's intent regarding assignment of experienced operators on each shift during the startup and power ascension phases.

During Phases IZI, IV, and V of, the Initial Test Program, at least one NRC SRO or RO licensed individual on each shift will have been previously BWR licensed.

Details on operator qualification and experience, and on staff levels were provided in our PLA-587 dated December 18, 1980.
