Dear Mr. Fields:

I have examined the Preliminary draft of the archaeological section for the Susquehanna Steam Electric Station report by Commonwealth Associates Inc. As you are aware I also visited the site last summer while Commonwealth Associates were conducting their archaeological tests. Today I also discussed, via telephone, the report and future recommendations with Dr. Joseph Schuldenrein of Commonwealth.

After having visited the site, read the report and talked with Dr. Schuldenrein about the project, it is my very firm opinion that the degree of impact by the Plant upon archaeological resources on the west bank (S.E.S.) flood plains and upon the Pond hill area are now perfectly well established. The only possible adverse affects are those caused by the drainage ditch where it cuts through the Levee on the S.E.S. /36 site.

The recommendations by Commonwealth to protect the bank cuts where the trench bisects the Levee and to conduct additional limited testing there at some future date, would seem to me to be a responsible approach to preserving this particular archaeological resource.

In short, I approve the report and recommendations as they now stand and/or as they have been related to me by telephone conversation.
