Dear Mr. Youngblood:
As requested during our October 14, 1980 meeting, attached are qualifications of shift personnel, a plan for contingency allowance for attrition, and information on projected staffing levels.
Enclosure 1
shows that with a 33%
NRC exam failure rate, and a
10% attrition
- rate, Susquehanna will have enough personnel to adequately staff six operating shifts.
Enclosure 2 contains the resumes of shift management personnel and GE startup personnel.
Although the operations section is staffed for a six shift rotation, present plans call for utilizing a four shift rotation through the Unit 1 Power Test
- Program, This will allow each shift to be manned with two previously BWR licensed individuals as well as maximize the learning experience for all operators'ach shift will also be manned with a GE startup engineer, who will provide technical direction to the shift supervisor.
These engineers will have previous nuclear experience and will be certified on SSES.
In
- addition, GE will provide an STD&A engineer on each shift to provide technical direction to the Reactor Engineering staff, as well as analysis of the Power Tests conducted.
