Dear Mr. Denton:

During the last two years, we have had many meet-ings with the staff regarding the licensing and construction schedules.for the Susquehanna Plant.

Through these reviews, there has been a consistent mismatch between NRC's assess-ment of the Susquehanna construction progress and our target

.dates for the job.

At this time, PPGL is estimating a June, 1981 completion of Unit gl and the staff is estimating and working toward a November, 1981 date.

While the relative con'servatism of the two estimates can and has been debated, we are concerned that staff review activities over the next six months do not, in our judgment, support either schedule.

An analysis has been performed of the time required to move from the SER Supplement (presently scheduled by the staff for late May, 1981), to operating license issuance (projected by the staff for November, 1981).

This analysis is based on realistic projections of the time periods associated with the licensing process.

While the overall time could be somewhat shorter, it is likely the process would take substantially longer.

This analysis (attached) shows issuance of an operating license April 1, 1982.
