Dear Mr. Youngblood:

We have reviewed the summary of the site visit your Case Load Forecast Panel made to our Susquehanna plant on March 20-21, 1980.

We appreciated the opportunity to discuss our scheduling methods and the scheduling problems we are presently facing.

Several items in the summary of the visit require clarification.

We added a three months contingency allowance between fuel load and commercial operation in 1978.

Conse-

quently, a slip in the fuel load date of three months would not cause a delay in commercial operation.

A slip to November, 1981 would however, cause commercial operation of-Susquehanna to be delayed.

We would like to point out that until the next Project Forecast is completed in the fall of 1980, a new and definitive fuel load date cannot be established.

While the reported percent complete (77% at the time of the meeting) includes an estimate of TMI impacts (short-

, term lessons learned),

the schedule does not yet reflect these impacts.

No TMI impacts are included in the above schedule

'ontingency.

Our final comments are that 12% of the plant is within two weeks of "construction completion" not "turnover for testing" as stated in the summary.

The systems necessary to support reactor vessel and primary system hydro testing are not within two weeks of turnover, but are on a schedule compatible with a September l hydro test.
