RESIDUAL HEAT REMOVAL SYSTEM INTERUNIT CROSSTIES Re:

Browns Ferry Nuclear Plant, Units 1, 2 and 3

By letter dated February 25, 1985, you requested changes to the Browns Ferry Technical Specifications.

The proposed changes would delete paragraphs 3.5.B. 11 through 3.5.B.13 and 4.5.B.11 through 4.5.B. 13 of Appendix A Technical Specifications.

These paragraphs specify limiting conditions for operation (LCO's) and surveillance requirements associated with the residual heat removal (RHR) system crossties between adjacent reactor units.

These crossties permit RHR pumps and heat exchangers in each unit to serve as backups for those in adjacent units.

The crossties are given credit as "unique features to aid in the mitigation of postulated pipe ruptures in addition to single active failures" (ref:

SER Supplement 6, June 28, 1974).

Eliminating these technical specifications may impact the safety margin of the Browns Ferry design.

In order for the staff to properly evaluate deletion of the RHR interunit crossties you must show that the crosstie feature is not needed to mitigate the effects of any postulated pipe break or crack during conditions for which the LCOs are applicable (i.e., reactor vessel contains irradiated fuel and is pressurized).

Accordingly, you should submit the following information:

1.

Identification and discussion of the reasons for installing the RHR interunit crossties; 2.

An accurate identification of all scenarios in which credit is taken for the RHR interunit crossties; 3.

A reanalysis of the postulated failures of the high energy lines according to the Giambusso criteria (standard Review Plan 3.6. 1 Appendix B) using the correct definition of high energy lines and a

description of any modifications necessary to meet the Giambusso criteria; and 4.

An analysis of postulated failures of moderate energy lines according to Standard Review Plan 3.6.1.
