In the Matter of the Tennessee Valley Authority Docket Nos.

50-259 50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested expedited amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).

The proposed specifications revise the definition of secondary containment integrity.

Description and justification for the changes are provided in enclosure 2.

The present technical specification definition of secondary containment integrity does not permit maintenance on an automatic isolation valve when secondary containment is to be maintained.

This situation was discovered only recently as a result of the indepth review of the Browns Ferry technical specifications being, conducted.

Previously, maintenance on the isolation valves was performed without evaluating the impact of this definition on the maintenance.

Our current situation presents a

maintenance and operational concern in that the plant's ability to perform maintenance on secondary containment'utomatic isolation valves when necessary is limited.

This is presently, having an adverse effect on unit 3 outage'ork, as, certain valve maintenance is not progressing.

The proposed specifications are consistent with BWR Standard Technical Specifications.,
