CONFIRMATION OF ACTION BROWS FERRY UNIT NOS. 50-259, 50-260 AND 50-296 This letter refers to the telephone conversation between Mr. James P. O'Reilly, Regional Administrator and Mr. H.

G. Parris, Manager of Power and Engineering of the Tennessee Valley Authority (TVA) on October 25,

1984, concerning the restart of Browns Ferry Nuclear Plant, Unit 3.

In response to concerns expressed by the

NRC, we understand that you will take the following actions prior to the restart of Browns Ferry Unit 3.

1.

The TVA Office of Nuclear Power will conduct a

review of the Unit 3

operations which resulted in the apparent failure to follow procedures during the startup on October 22, 1984 and identify the cause and initial corrective actions to preclude recurrence.

2.

The TVA Nuclear Safety Review Staff will conduct an independent review of this event and of the adequacy of the corrective actions.

3.

TVA will brief NRC at the Browns Ferry site on the results of the above reviews and the corrective actions taken.

If your understanding of this matter is different from that stated

above, please notify this office immediately.
