DPR-68 TENNESSEE VALLEY AUTHORITY BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3 DOCKET NOS. 50-259, 50-260 AND 50-296 1.0 Introduction By letter dated June,24, 1983 (TVA BFNP TS 176 Supplement
- 8) the Tennessee Valley Autho'rity (the licensee or TVA) requested amendments to Facility Operating License Nos.
DPR-33, DPR-52 and DPR-68 for the Browns Ferry Nuclear Plant Units 1, 2 and 3.
The requested changes are related to the suppression chamber drain valves and incorporate provisions into the Browns Ferry Technical Specifications that would:
- 1) clarify the correct, operating positions for thos'e valves;
- 2) identify proper action of these valves on an initiating signal; and 3) correct typographical errors in the valve designation numbers.
Changes one and two are applicable to Units 1, 2 and 3 and change three is only applicable to Unit 1.
2.0 Evaluation The suppression chamber drain valves FCV 75-57 and 75-58 are normally open valves which permit the ECCS keep fill pumps and radioactive waste drain pumps (when properly aligned manually) to take a suction on the suppression pool through the Core Spray System for operating the pressure suppression chamber head tank'ystem.
The proposed Technical Specifications correct the position for these valves from "closed" to "open" since it is not possible for these valves to perform their intend'ed functiop with the valve alignment currently specified.
This also requires correcting the Technical Specifications relating to the action of these valves on an initiating signal.
Since the valves are normally open the Technical Specifications have to be changed to indicate these valves "go closed" on an initiating signal instead of "stays closed" as currently specified.
The proposed changes also correct typographical errors in the designation of the suppression chamber drain valves for Unit 1.
We have reviewed these proposed Technical Specification changes and determined they are needed to correct the existing Technical Specifications to be con-sistent with the normal operating position of these valves and therefore, these changes are acceptable.

3.0 Environmental Considerations The amendments involve a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.
-- The staff has determined that the amendments involve no significant increase in the amounts,
'and no significant change in the types, of any effluents that may be released offsite, and that--t>>ere is no significant increase in individual or cumulative occupational radiation exposure.
The Commission has previously is'sued
.a proposed finding that the amendments involve no significant hazards consideration and there has been no public comment on such finding.
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth. in 10 CFR 51.22(c)(9).
Pursuant to 10
'CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
4.0 Conclusion We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance 'with the Commission s regulations, and the issuance of the amendments will not be inimical to the common defense and, security or to the health and safety of the public.
