FIRE PROTECTION MODIFICATIONS Ile have received your March 27, 1984 letter which forwards a safe shutdown analysis and descriptions of modifications proposed for compliance with'0 CFR 50 Appendix R fire protection requirements.

This submittal replaces an earlier submittal dated June 30, 1982.

The modifications proposed in the June 30, 1982 submittal were approved in our Safety Evaluation dated October 12, 1983.

550.48(c)(4) specifies implementation dates for these modifications.

These dates are based on the SER approval date.

As of issuance of our October 12, 1983 Safety Evaluation, implementation requirements are in effect for all Browns Ferry as follows:

Unit 1 Unit 2 Unit 3 Cycle 6 outage Cycle 5 outage Cycle 6 outage The fact that you have revised and resubmitted your fire protection modi-fications does not toll the above implementation requirements.

And the fact that you requested schedular exemption in your June 30, 1982 and March 27, 1983 submittals similarly does not toll the implementation requirements.

In regard to your requests for schedular exemption, we note that no justi-fication has been provided and that you have not proposed temporary alternative compensatory measures to provide additional fire protection pending completion of modifications.

Therefore, your request for schedular exemption is denied.
