BROWNS FERRY NUCLEAR PLANT UNITS 1, 2 AND 3 DOCKET NOS. 50-259, 50-260 AND 50-296 This refers to the meeting held with members of your staff in Region II at your request on March 2, 1984, to discuss the planned March 23, 1984 requalification examination of licensed operator and senior operator personnel at the Browns Ferry Nuclear Plant.

It is our opinion that the meeting was benefi,cial. and has provided for a better mutual understanding of the Browns Ferry operator requalification training and examination programs.

REgUALIFICATION EXAMINATIONS FOR LICENSED OPERATORS Subjects Di scussed:

Licensee representatives discussed their program and commitment for providing additional training to operators and senior operators at the Browns Ferry Nuclear Plant in an effort to achieve immediate and long term improvements in operator proficiency at the site.

A four-week Accelerated Requalification Training Program is currently underway for all licensed operators in preparation for the March 23, 1984 requalification examination.

The licensee has also committed to four additional weeks of requalification training during 1984

'icensee representatives expressed concerns over the NRC's selection of candidates to take the written requalification examination on March 23, 1984. It was agreed that those reactor operators who are scheduled to take the SRO (upgrade) examination on the same date would be exempted from the requalification examinations.

It was also agreed that the NRC would select fifteen examinees (approximately 25% of the remaining licensed personnel) from the "BFNP Licensed Operations Personnel" list provided by the licensee representatives and identify those selectees to the licensee not later than 12:00 noon on March 14, 1984.

The names of six additional individuals selected to take oral requalification examinations will be provided concurrently.

The possibility of adding simulator examinations to the current requalifi-cation program evaluation effort was discussed.

It was agreed that no simulator examinations would be included in the current effort, however, the NRC reserved the right to schedule simulator examinations at a later date if warranted by unsatisfactory performance on the written and oral requalifi-cation examinations.

Licensee representatives expressed their concerns regarding the content of the planned March 23, 1984 written requalification examination.

Two questions of particular concern were what fraction of the exam would be developed directly from the learning objectives stated in the 1983 Acceler-ated Requalification Training Program lesson plans and whether the requali-fication examinations (RO and SRO) would merely be 60% of the hot license replacement examinations scheduled for the same day.

The NRC responded

that, due to shortcomings in the Requalification Training Program learning

e fa Enclosure objectives and the narrow scope of material covered, it would not be possible to constrain the majority of the questioning to those learning objectives.

The NRC could not state categorically what fraction of the requalification examination questions would 'be extracted from the hot license examinations to be administered concurrently.

The NRC believes that an examination could be developed which would be appropriate for both the hot license and the requalification programs.

The last concern expressed by the licensee representatives was with regard to the examination review policy.

They requested permission to review the examinations prior to and/or during the administration of the

exams, but were informed by the NRC staff that that would no longer be possible due to a

change in exam review policy.

The revised examination review policy was briefly discussed and the licensee representatives were informed that the new policy would soon be addressed in a generic letter to licensees.
