AND 3 DOCKET NOS. 50-259, 50-260 AND 50-296 This refers to the meeting held with members of your staff in Region II on January 18, 1984, at your request to discuss your plans for strengthening the program for requalification of licensed operator and senior operator personnel at the Browns Ferry Nuclear Plant.
It is our opinion that this meeting was beneficial and has provided for a better mutual understanding of these programs.

50-259, 50-260 and 50-296 SUBJECT'E(UALIFICATION PROGRAM IMPROVEMENTS FOR LICENSED OPERATORS 1.
Subjects Discussed:
Licensee representatives discussed their plans for providing additional training to operators and senior operators at the Browns Ferry Nuclear Plant in order to achieve immediate improvements in the operator requalification program at that site.
This training would be provided to the majority of licensed operators.
Justification was provided for the exclusion of certain licensed operators from this program.
The licensee indicated that this improvement program should resolve questions concerning the competence of Browns Ferry licensed operators.
NRC staff agreed that these plans should upgrade the requalification program;
- however, the staff stated that NRC requalification examinations would be required to evaluate the effectiveness of these actions as well as the entire requalification program.
These examinations will be administered on March 23, 1984 and during the week of March 26, 1984.
Licensee representatives stated that they were considering administering written examinations
- to those individuals who completed their upgraded requalification program.
They agreed to submit a letter detailing their final plans for requalification program improvements.
