Mr. A. Schwencer, Chief Licensing Branch No. 2 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555 SUSQUEHANNA STEAM ELECTRIC STATION SER OUTSTANDING ISSUE 44 ER 100450 FILE 841-2 DOCKET NOS. 50-387 PLA-898 50-388

Dear Mr. Schwencer:

The following is a difinitive statement which you requested justifying the containment isolation valve reset logic as presented in our response to IE Bulletin 80&6.

Valves HV-1F002, HV-1F003, HV-1F007, HV-lF008, HV-1F088 and HV-1F100 require no modifications to prevent automatic reopening after logic reset because the reset switch is a keylock switch with an administratively controlled key.

Any operation of the reset switch requires a deliberate operator action. The operator is required to ensure'that the valve switches are in the correct position prior to operating the keylock reset switch.

Valves HV-1F016 A,B and HV-1F028 A,B require no modifications to prevent automatic reopening after logic reset and all signals clear because the inboard valves, HV-lF021, HV-1F027 and HV-lF024, are already designed so that they do not automatically reopen. The inboard valves will maintain containment integrity when the logic is reset.
