50-259 50-260 50-296 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3.
The proposed changes clarify the definition of secondary containment integrity.
As discussed with R. J. Clark of your staff and F. Cantrell of OIE Region II, in an April 23,
- 1981, telephone conversation, BFNP TS 157 is acceptable and formal documentation of the approval will follow at a later date.
In the interim before formal receipt of your approval, we will operate on the basis that TS 157 is approved.
Your cooperation in this matter is greatly appreciated.
In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class II for unit 1 and Class I for units 2 and 3.
These classifications are based on the facts that the proposed amendment is an administrative change that has no safety significance for unit 1, and the proposed amendments for units 2 and 3
are duplicates of the unit 1 pr oposed amendment.
The remittance for 42,000 (41,200 for unit 1 and
$800 for units 2 and 3) is being wired to the NRC, Attention:
Licensing Fee Management Branch.
