For Browns Ferry Units 1, 2 arid 3, all responses to IE Bulletin 79-08 were acceptable except for the need to clarify the licensee's response to item 7 regarding features designed to prevent inadvertent transfer of radioactive liquids and gases.

'October 17: and 18, 1979, I discussed the latter-with TVA.
In TVA's letter of April 24, 1979, they stated that while there are no high radiation interlocks associated with the control logic on the drywell drain sump and drywell equipment drain sump isolation valves, these va'1ves will isolate on receipt of a primary containment isolation signal
{PCIS).
PCIS is initiated by either low reactor water leve3, or high drywell pressure.
The response also stated that 'Ionce the 'PCIS is initiated, manual operator action is required to permit reopening of.these discharge valves.
The unit operator may manually secure the drain pumps if high.radiation is suspected".
~ TVA's letter of August 6, 1979, which was in response to our request for addttIonal Information stated that "TVA intends to tnstalI detectors on these sump lines to fnkerlock s'ump pump operation when high rad>atIon Is present In the sump 1Ine effluent.
In the meantime, p1ant operating instructions require that, before resetting a PCIS signal, an evaluation be ma'de to ensure that inadvertent transfer of significant amounts of contaminated fluids will not occur."
I questioned TVA as to what the procedures specifically require.
The pro-cedures require that before the operators clear a PCIS signal, they must personally check that each isolation valve is manually closed or close it ifit is not closed.
Also, before the manual isolation valves are opened and the sump pumps restored to operation, the sump water must be analyzed for gross beta. gamma activity.
