Background

Hope Creek Station Blackout Licensing Basis

  • Four hour coping duration Amendment No. 188 (November 2011), ML110610501
  • Approval Extended A and B EDG AOTs to 14 days, provided Salem Unit 3 verified available.

Salem Unit 3

  • Required as defense-in-depth
  • Assumed to be unavailable in the base model used to develop risk metrics for extended AOT
  • Able to start and run all 4.16 KV motors attached to typical 4.16 kV 1E station bus
  • Three hours to supply power to 1E bus 5

PSEG Pre-Submittal Meeting with NRC, January 24, 2018 Planned Alternate AC Source for Extended AOT Portable EDGs maintained onsite 3 x 1500kW Rated EDGs

  • Greater than the HC 4.16kV 1E 60 minute load requirements
  • Sufficient capacity to carry all LOOP loads to bring unit to cold shutdown.

PSEG Pre-Submittal Meeting with NRC, January 24, 2018 Precedent Browns Ferry extended the Emergency Diesel Generator (EDG)

Allowed Outage Time (AOT), ML11227A258 Two Temporary Diesel Generators (TDGs) with paralleled output to supply power to any of the eight engineered safety feature (ESF) buses (4.16 kV Shutdown Boards) via the 4.16 kV Tie Bus.

The TDGs would supply power to only one ESF bus at a time, providing an alternate supply of AC power that could be used to bring a unit to cold shutdown, if required.
