Ice lo'ading and high winds resulted in a "galloping" phenomena whereby the phases were either touching or becoming close enough to flash over.

This caused a fault condition requiring operation of line protective relaying.

Conditions Prior to Occurrence:

Unit 1 8 0, re ural ng outage.

Unit 2 8 0, Cold shutdown for maintenance Unit 3 8 100%, normal operation.

Action specified in the Technical Specification Surveillance Requirements met due to ino erablc e ui ment.
