We have reviewed the above inspection report and find no proprietary information in it.

REFERENCE:

RII:DSP 50-259/79-37, 50-260/79-37, 50-296/79-37 INFRACTION As required by Technical Specification 6.2.B.4.C, the Plant operations Review Committee (PORC) reviews proposed changes to equipment or systems having, safety significance.

Contrary to the above, the PORC had not, as of November 9, 1979, reviewed changes prior to their installation, to Unit 1 safety related equipment as described in the following Design Change Requests (DCRs):

1.

Replacement of the refrigerant purifier system on control bay chiller 1B with a large permanent reclaimer (DCR P-1840).

2.

Addition of a hand valve and a relief valve to the control bay chiller oil cooler (DCR P-1858).

3.

Replacement of a liquid indicator on control bay chiller oil separator assembly piping with a check valve (DCR P-1889).

This is an infraction.

RESPONSE

Ex lanation During the annual inspection in May 1979 of the 1B control bay chiller, it was found that, as the result of previous tube leaks, rust and scale was continuing to build up.

Therefore, a major cleanup effort was required in order to make the unit operable.

The refrigerant purifier was replaced with a reclaimer (still) for maintenance

purposes, and the unit placed in continuous operation to clean the unit up.

Under the guidance of a factory representative, craftsmen replaced the liquid indicator with a check valve and added a hand valve and relief valve to the oil cooler in order to get the machine to run for maintenance purposes.

The machine was placed in service for maintenance purposes only

The cleanup process, which requires J

continuous operation, is still in progress.

The lA control bay chiller is operable and available for service.

There are,no technical specification re'quirements concerning the control bay chiller.

Corrective Ste s Taken and Results Achieved 1.

DCR's P-1889, P-1840, and P-1858 were initiated to make these additions permanent.

We have determined that we will be unable to obtain reliable operation on this machine without the permanent installation.

2.

Corrective action report number 79-10 Bf was written to cover these items.

3.

The subject items have been handled as a temporary alteration in accordance with BF 8.2 and reviewed by PORC in order to obtain compliance.

Corrective Ste s Taken to Avoid Further Noncom liance Employees in the electrical maintenance section have been advised of the requirements concerning modifications.
