Dear Mr. O'Reilly:

This is in response to W. B. Kenna's April 16, 1979, letter, RII:KHB 50-259/79-6, 50-260/79-6, and 50-296/79-6, concerning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

Enclosed is our response to the items of noncompliance as described in the inspection report.

Our response contains physical security information that is exempt from disclosure in accordance with 10 CFR Part 2.790.

We, therefore, request that the enclosed response along with the April 16, 1979, inspection report not be placed in the Public Document Room.
