I97S Mr. James P. O'Reilly, Director Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission Region II Suite 3100 101 Marietta Street Atlanta, Georgia 30303

Dear Mr. O'Reilly:

This is in further response to W. B. Kenna's April 16, 1979, letter, RII:KHB 50-259/79-6, 50-260/79-6, and 50-296/79-6, concerning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

As discussed in a telephone conversation on May 30, 1979, between V. S.

Stephenson, Power Security Officer, and W. J. Tobin of your office, the enclosed response is a revision to our response of May 8, 1979, concerning the above inspection report.

We agree that a meeting between Mr. Tobin and representatives from our Security Section, Licensing Section, and Operating organizations would be beneficial.

Our response contains physical security information that is exempt from disclosure in accordance with 10 CFR Part 2.790.

We, therefore, request that the enclosed response not be placed in the Public Document Room.

Very truly yours, J.
