Supplemental Instructions

and

Information to Operators,

and

Jumper,

Inhibit and Mire Removal

Sheets,

all for the period October

1,

1978 through November

16,

1978.

This inspection

was made to determine compliance with technical specifi-

cations.

Final Safety Analysis Report section

and local procedures.

No items of noncompliance

or deviations were identified.

During the review, it was noted that two Assistant Shift Engineers

and

one

Control Operator

frequently printed,

instead

of signing, their

~

names after their journal entries for the shift.

Browns Ferry Standard

Practice

12.2 requires

the

use of signatures

on the journals.

These

persons

were informed by licensee

management

of the signature

require-

ment prior to the close of the inspection.

Plant Tour

The inspector

walked through various

areas

of the plant to observe

radiation

controls,

plant

housekeeping,

existence

of fluid leaks,

existence

of piping vibrations, pipe hanger/seismic

restraint settings

and oil levels,

selected

valve positions,

equipment hold tag informa-

tion, and control room manning requirements for Units 1, 2 and 3.

No items of noncompliance or deviations were identified.

The inspector discovered

excess

radiological protection clothing piled

on the floor of the Unit

2

RHR corner

room.

Also, three

compressed

gas bottles

were observed

in the Units

1 and

3 reactor buildings which

were not adequately

secured,

thus posing

a safety hazard.

The licensee

stated that corrective action would be taken in these areas.

A steam packing leak was observed

by the inspector

on the Unit 2 High

Pressure

Coolant Injection steam supply isolation valve.

The licensee

evaluated

this

leak

as

too minor to warrent repair.

The licensee

stated that the leak would be checked,

each shift, by the leak assistant

unit operators

to detect

any increase in leakage.
