SUMMARY
OF SEPTEMBER 21, 2017, NON-POWER PRODUCTION OR UTILIZATION FACILITY DIGITAL INSTRUMENTATION AND CONTROL WORKSHOP, SAN DIEGO, CALIFORNIA On September 21, 2017, a Category 3 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and the National Organization of Test, Research, and Training Reactors (TRTR) at the TRTR Annual Conference, 1 Market Place, San Diego, California. The purpose of this meeting was to foster a common understanding related to digital instrumentation and control upgrades for the TRTR community and the NRC staff. The meeting notice and agenda, dated May 23, 2017, are available in the Agencywide Documents Access and Management System at Accession No. ML17263B084. A list of attendees is provided as an enclosure.
The workshop began with a discussion led by Mr. Dan Warner, on pre-application activities:
phase zero meetings, suggested documentation, and acceptance reviews. Mr. Duane Hardesty presented on system and component classification and Title 10 of the Code of Federal Regulations Section 50.59 considerations and qualitative evaluations. Mr. Patrick Boyle gave a presentation on submitting a complete application. Mr. Boyle covered the contents of an application, including the safety analysis report and technical specifications, using the interim staff guidance and other guidance, and the process by which NRC requests additional information and licensees respond to these requests. Ms. Rossnyev Alvarado presented on technical review considerations: site audits; commercial off the shelf systems versus home-built systems; and verification, validation and test planning. Three facilities, Massachusetts Institute of Technology, University of Massachusetts at Lowell, and Purdue University gave presentations on facility lessons-learned and feedback.
