~'4 OS4 1.0 PURPOSE The purpose of this procedure is to partially implement Section 4.6.2 of the SHNPP Emergency Plan, "Evacuation and Personnel Accountability," which is a regulatory commitment.

It also implements corrective action in response to NRC Emergency Preparedness Appraisal Inspection Report Number 50-400/85-09.

This procedure provides instructions for implementing an evacuation of the Plant Site, and/or the Exclusion Area. It does not apply to evacuation of members of the general public from affected areas outside of the Exclusion Area or to local or containment evacuations.

This procedure incorporates all aspects of a Protected Area Evacuation into a Site Evacuation, as described in Section 4.6.2.a of the Emergency Plan.

This procedure is primarily directed at evacuations initiated by actual or imminent radiological or plant conditions.

The basic actions contained in this PEP also apply, where appropriate, to evacuations related to other habitability hazards, such as toxic gases, fire, or natural phenomena.

Shelter/Assembl Area those areas on the plant site where personnel normally assemble when an emergency is first declared for muster or accountability purposes.

These areas are designated in PEP-382, "Personnel Accountability."

GENERAL Evacuation is one of two available protective actions for on-site personnel.

It is not applicable for personnel with emergency response organization assignments, whose exposure will be controlled in accord'ance with PEP-371.

The general decision levels for taking protective action are when radiological conditions outside of the radiologically-controlled area result in personnel exposure in excess of 5 mrem/hr, or a projected dose in excess of 100 mrem whole-body, or airborne radioactivity in excess of.25 MPC, or 10 MPC-hours/week.

6.0 INITIATING CONDITIONS 6.1 Site Evacuations l.

An emergency has been declared.

Radiological conditions outside of the radiologically"controlled area resulting in exposure to personnel not identified as a member of the Emergency

Organization in excess of:

6.2 Exclusion Area Evacuations The Site Emergency Coordinator or Emergency

aT OS4 7.0 PRECAUTIONS AND LIMITATIONS 1.

Ensure that proper health physics practices are fol.l.owed to the extent possible during the evacuation.

2.

Evacuations should be accomplished either before or after the passage of a release (typically a gaseous release),

and the evacuation route should be chosen that leads personnel away from the path of the plume.

Direction from the Dose Projection Team Leader (or Radiological Control Director, if available) is needed to obtain this information.

3.

Hazardous environmental conditions (i.e., severe

weather, toxic gas) may preclude immediate implementation of a Site Evacuation.,

In such cases, personnel may be moved to better shelters if the movement can be performed safely to reduce the radiological exposure or exposure to hazardous environmental conditions.

9.0 PROCEDURE STEPS Proceed to the section that applies.'.e.,

Site Evacuation (Section 9'), or Exclusion Area Evacuation (Section 9.2).

9.1 Site Evacuation If the Radiological Control Director has recommended that monitoring of evacuees for radiological contamination is necessary,'he Site Emergency Coordinator determines whether the Cape Fear Plant or Harris Energy and Environmental Center should be used as remote monitoring and decontamination

areas, and ensures that the Radiol.ogical Control Director has directed the Radiological Control Team to establish radiological monitoring stations at the designated Evacuation Monitoring Area(s).

A map of the evacuation route to the Cape Fear Plant is shown in PEP-215.

When the access control points and, if necessary, radiological monitoring stations are ready, the Site Evacuation Alarm and PA announcement to evacuate will be initiated.

If it has been determined that contamination monitoring of evacuees is necessary, also announce, assemble at the designated Evacuation Monitoring Area (state which one).

NOTE Plant General.

Order PGO-42 contains sample PA messages for Site Evacuation.

All personnel in the Protected

Area, who are not on the Emergency

Response

Organization and other personnel designated by the Site Emergency Coordinator, exit through the Security Building in accordance with normal Security procedures.

If portal radiation monitors detect contamination on personnel, those individuals will be directed by a Radiological Control Team member to return to the Waste Processing Building decontamination area if this area is usable for monitoring and decontamination by the Radiological Control Team.

If contamination is detected on large numbers of individuals, a Radiological. Control Team member will direct the contaminated individuals to proceed through the security building to the Evacuation Monitoring Area. If the portal radiation monitors are alarming continuousl.y or inoperable, they will be disregarded and all evacuating personnel will be assumed to be contaminated.

NOTE:

Assembly area leaders will evacuate and assist in keeping order during monitoring of evacuees.

If the Security Building cannot be used as an exit, personnel will be directed to exit using card readers located at the Northwest gate (g5) and assemble in the construction parking lot, where they will be monitored for contamination with portable instruments if necessary.

The Radiological Control Director directs Radiological Control Team personnel to perform radiological surveys in the Evacuation Monitoring Area.

Evacuated personnel will remain in the Evacuation Monitoring Area until. rel.eased by Radiological Control Team Personnel.

All personnel evacuating from locations outside the Protected Area or released from the Evacuation Monitoring Area exit the site, proceed in their personal vehicles to their homes, or if directed, to the CP6L Cape Fear Plant and/or the Harris Energy

& Environmental Center for further monitoring and/or decontamination in accordance with PEP-372 and PEP-373.

9.2 Exclusion Area Evacuation NOTE0 Exclusion Area evacuation will be implemented only when the Site Emergency Coordinator or Emergency

Response

Manager has recommended the evacuation of Emergency Planning Subzone.A to local authorities, or if projected dose to individuals at

.47 miles exceeds 1 rem whole body or 5 rem child thyroid.

Conduct a site evacuation in accordance with section 9 '

of this procedure.

If contamination monitoring of evacuees is not necessary, also announce to turn on car radios and listen for further instructions from the Emergency Broadcast System.

The Emergency Security Team Leader will assist in warning 'members of the general public that may be within the Exclusion Area in accordance with Security procedure SP-015, "Emergency Plan Support."
