This is in response to your request of March 31, 1987 to Chairman
- Zech, in which you enclosed a letter from Mr. J.
- Femme, concerning the alert and noti-fication system for the Shearon Harris nuclear power plant.
Mr.
- Femme, a
resident of Raleigh, North Carolina, is concerned that he did not hear the sirens during a recent emergency preparedness exercise at the Shearon Harris
- plant, and that there are no sirens in Raleigh.
The NRC's regulations require that sirens (or another form of prompt notifica-tion) be installed throughout the 10-mile plume exposure pathway emergency planning zone (EPZ).
The size of EPZs for commercial nuclear power plants is
'stablished by NRC regulations.
The choice of the size of the EPZ (a radius of about 10 miles for the plume exposure pathway and a radius of about 50 miles for the ingestion exposure pathway) represents a
judgment on the extent of detailed planning which must be performed to ensure an adequate response.
In the case of the Shearon Harris plant, the City of Raleigh lies within the 50-mile EPZ but outside of the 10-mile EPZ
- and, therefore, would not have sirens.
Residents of Raleigh would receive information through the emergency broadcast system (EBS),
which is a
method of alerting residents over their local media. of any potential hazard.
It is extremely unlikely that the 50-mile EPZ would have to be evacuated even for the most severe type of accident.
The major protective actions planned for this
- zone, placing livestock on stored feed and controlling food and water, would be employed to reduce exposure to the public from the ingestion of contaminated food and water.
- However, the response measures established within the 10-mile and 50-mile EPZs can and will
'be expanded if the conditions 'of a particular accident warrant it.
In the event of an emergency condition at Shearon Harris, the plant operator is required to promptly notify (within 15 minutes of declaration of an emergency) state and local authorities.
Appropriate information would be provided by the respective state agencies as to the protective actions to be employed by per-sons within the 10-mile EPZ and the 50-mile EPZ.
The NRC and the Federal Emergency Management Agency (FEMA) are the two Federal agencies responsible for assessing the adequacy of emergency planning at and around nuclear plants.
