Ms. Carrie J Decatur H-7 Colony Apts.

1250 Ephesus Church Rd.

Chapel Hill, N.C. 27514 September 10, 1986 Mr. Harold Denton, Director U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Denton:

I am a concerned resident and taxpayer of the Research Triangle area. My reasons are many and valid for not wanting the Shearon Harris Nuclear Plant to open. My most crucial concern is the risk of an accident, which could be devasting as we all know after witnessing the repeated news reports of the catastrophy at Chernobyl. The only way that we can be sure not to have a repeat of this incident is not to have a nuclear plant in this area.

Secondly, Shearon Harris will be producing about 30 tons of high level radioactive waste a year. Workers have not learned yet how to properly dispose of radioactive waste or handle other hazards involved while trying to transport nuclear fuel and waste. All of these issues will.affect our health and generations to come not to mention our plant and animal life which produces sustenance for us.

Thirdly, the cost per kilowatt hour, from Shearon Harris will be higher than our present bills. Also, if we encounter a travesty as the Chernobyl incident we must be aware of the hidden cost due to human suffering, environmental damages as well as economic losses. We cannot afford these kinds of losses and we know that the cost can become astronomical.

The past year has revealed many facts about the Shearon Harris Plant from workers and engineers alike stating how pumps have failed, pipes and valves have burst and leaked during pressure tests. If these pipes cannot withstand these pressure tests, we know beyond a shadow of a doubt that they will not survive a crisis situation.

I do not want the power plant to open and will not support it in any way. There are other alternatives for energy; we must seek out other ways and implement them. The alternatives are less costly. I demand that the NRC uphold the law don'0 endanger our lives and make us victims!

Reports conclude the levels of human containment from the Chernobyl accident will render the premature death of 5,000 people from radiation-induced cancer. There are another 10,000 cases of thyroid cancer alone which

Mr. Harold Denton, Director Page 2 September 10, 1986 will result in 1,500 deaths. These people will be cheated by premature death because someone made decisions for them which were unsafe. The reality is that we all suffer in one way or another. Don't let this be the bane of our society. We all have the power to stop this nightmare before it gets started.

Please act now and abort this problem. I would like to hear from you in the future.

Sincerely, Ms. Carrie . Decatur
