Dear Mr.'enton:
C' wish to urge denial of CPS,L's request for exemption from the requirement, under 1'0 CFR 50, Appendix E, that the Company conduct a full Pparticipation exercise of the Emergency Respo esponse lan for its Shearon Harris nuclear power plant within one year before beginning commercial operation of the plant or before operating at greater than five percent of rated.'power.
Because of the need for changes in the evacua-tion plan, I believe this exercise should 'be conducted before the plant is permitted to operate at, all.
