l't Dear Mr.. Dentoid; CP I wish to urge denial of CPBL's rpqqhst for exemption from the requirement, uhder 10 CFR 50, Appendix E, that the Company conduct a full participation exercise of the Emergency
Response
Plan for its Shearon Harris nuclear power plant within one year before beginning commercial operation of the plant-or before operating at g greater than five percent of rated power.
Because of the need for changes in the evacua-tion plan, I believe this exercise should be conducted before the plant is permitted to operate at all.
