Dear Mr. Denton:
I am writing to you about the Shearon Hqrris nuclear power plant in New Hiihl, N.C.,
owned by Carolina Power and Light.
CPhL is applying to the NRC for an exemption from the requirement in 10 CFP Part
$0, Appendix E, F.l that they conduct a full participation test of their emergency plan within one year of the start up of the plant.
I believe that such an exemption should not be granted, nor should the final license to operate the plant be given because there is no viable evacuation plan.
Chatham County has withdrawn from the plan and other counties may do lQ-ewise

Most of the residents in the areas surrounding the plant do not believe it is safe and oppose it as a threat to their well-being.
I hope you will consider.
