514 Caswell Road Chapel Hill, NC 27514 June 9, 1986 Mr. Harold Denton, Director Office of Nuclear Reactor Regulation U.
S. Nuclear Regulatory Commission RE:
SHEARON HARRIS NUCLEAR PLANT, Washington, D.
C.
20555 CAROLINA POWER
& LIGHT
Dear Mr. Denton:
As a resident of Chapel Hill, North Carolina, I write this letter out of serious concern over the upcoming opening of the Shearon Harris Nuclear Plant.
I urge your support in investigating the following:
Carolina Power
& Light Company's neglect in conducting a full participation test of the present emergency plan as required by federal regulation 10 CFP, Part 50.
Safety features at the nuclear plant that have been tested and failed.
Carolina Power
& Light Company's past safety record.
As we have learned from the recent Chernobyl accident in Russia, this is not just a local threat, not just a state threat, but a threat to the entire United ~tates ~olmerica.
We must not acCopt an apathetic, ignorant attit~ue that a nuclear accident will not occur in the United States; Three Mile Island has already dispelled that idea.
Until such time as state, local and federal government participation in an emergency plan and all safety measures for Shearon Harris is fully resolved, no exemptions from the requirements of a full participation test within one year prior to the granting of any full power license should be considered or approved.
The consequences of nuclear accidents are of such great magnitude, we cannot begin to conceive their long-term effects.
Please gi've us>Iyour, support.
