Dear Mrs Denton:

CP&L Shearon Harris Nuclear Reactor EVACUATION PLAN I understand NRC is considering reducing the evacuation radius around nuclear electric generating facilities to 2 miles from 18 miles.

Does this mean that NRC believes evacuation is basically a futile effort and not worth doing?

If that is not the NRC position, then I suggest that more is better and that the radius should be increased to 25-35 miles.

That is certainly the appropriate radius for the Shearon Harris plant,,which has three major population centers in the 15-35 mile zone (Chapel Hill, Durham, Raleigh).

Moreover, I believe a full-scale emergency evacuation exercise SHOULD BE HELD before an operating license is granted.

The con-cerned parties have know for many years that the plant was under-way. There is not reason to delay that exercise now. Let us find out beforehand whether evacuation is possible.

I am opposed to exempting CP&L from this exercise until after the plant is operating.
