It has been called to our attention that Car olina Power and Light Company of Nor th Car olina is petitioning your office for an e>:emption on having an emer gency evacuation plan in ef feet prior to the star t up of the Shear on Har ris Nuclear facility. This goes against the Nuclear Regulator y Commission's standar'd policy of insisting that all ar'eas surr ounding Nuclear Power plants have a viable evacuation plan in ef feet prior to the gener ation of electr icity.
CP+L pr oposes adopting an evacuation plan well af ter the star t up of the Shaeron Harris facility.
On what gr ounds do CP+L think they deserve an e>:empt ion? Is it their ver y bad track r ecor d at their Br unswick facility.
Is it the r epor ts of shoddy worksmanship at Shear on Harr is?
In light of the recent disaster at Ghernobyl>
where residents had to be evacuated from as far away as thirty miles, it is inconceivable that CP+L can get away with such a
pr oposa 1 e We believe that the NRR and the NRG ar e made up of people of integr ity who al"e concer ned for tl>e safety of individuals and communities that must e>;ist in the shadows ofnuclear power plants.
