SUMMARY

OF CASELOAD FORECAST PANEL SITE VISIT TO SHEARON HARRIS, UNIT 1 JUNE 18 - 19, 1985 On June 18 and 19, 1985, the NRC Caseload Forecast Panel (CFP) met with the applicants and toured Shearon Harris, Unit 1.

The purpose of the meeting and tour was to review the construction progress and to assess the applicant's projected fuel load date in order, assure that the NRC licensing review is inappropriately scheduled.

A list of attendees is attached as Enclosure (1).

On June 18, the applicants presented information on a revised Shearon Harris organizational structure.

The reorganization was designed to provide closer organizational design and construction engineering communication capability at the site in order to expedite the resolution of issues and maintain the progress of construction that would support the applicants projected fuel load date of

March, 1986.

The applicants'resentation, based on its "NRC Caseload Forecast Panel Visit" notebook was divided into eleven sections as shown on the agenda included in the meeting notice.

Beginning with a construction review, the applicants presented a list of construction milestones completed, a list of scheduled future milestones and concluded that construction was 91.3% complete.

Key actions that need to be completed by the Harris Plant Engineering (HPES) to support the applicants'arch 1986 fuel load date include:

The average pull rate to date has been 280,000/mo for the previous three months and a high of 450,000 in May, 1985.

The scheduled rate of completion of cable termination for July, August, September and October, 1985 are 3600, 3100, 2600 and 2700, respectively.

The average rate to date has been 2330/mo.,

the average for the previous three months was 2700/mo.

and a high of 2750/mo.

CPL stated that cable pulling is 86.3% complete and terminations are 75.3X complete as of June 8, 1985.

The current work force at the site is 7200 including HPES; EBASCO personnel and crafts represents approximately 3200 craft personnel which peaked at 3387 in April 1985.

When asked, the applicants stated that they are committed to hire additional personnel if necessary to meet the projected

March, 1986 fuel load date.

They indicated that reassignment of craft personnel from one area to another related area of construction could easily be accomplished.

Craft personnel at the Shearon Harris site are non-union.

The hot functional test has been rescheduled from October 1,

1985 to November I, 1985.

Critical path items that need to be completed to support the November 1985 hot functional test date are (I) essential chilled water, and (2) heating ventilation and air conditioning in the reactor auxiliary building and reactor containment building.

t Pre-operational and startup tests were also discussed.

The applicants indicated 3.3X of the pre-operational tests were completed.

Fifty four percent of the required flushes were completed and 45K of the ANSI 8.31. 1 hydrostatic tests were completed.

In the area of licensing requirements, the applicants stated that there is an on-going program to resolve licensing issues.

The applicants also stated that 90K of the issues identified by the Construction Assessment Team (CAT) were resolved with only four remaining items to be resolved.

They further stated that they responded to the issues raised in the IDI report by submittal dated June 13, 1985.

The CFP tour of the Shearon Harris s'ite included observations of the contain-ment building, reactor auxiliary building, turbine building, fuel handling building, and the intake structure. It was noted that there were no apparent crowded working spaces i.e. additional craft personnel could be accommodated if required.

Enclosure (2) contains supplemental information handed out during the site visit.

The CFP after deliberation, found that information and discussion provided by the applicants and the observations during the tour support the fact that the construction is progressing well.

However, it was noted that the projected monthly goals for August, September and October exceed, in certain significant instances, the average monthly rate achieved in the past.

Also vigorous efforts will be required to complete the remaining 97% of the preoperational/startup tests to support the applicants'stimated fuel load date.

Nevertheless, based on 1) the large non-crowded working spaces, 2) a more closely knit onsite organizational structure, and 3) the ease of reassignment of craft personnel when coupled with the aggressive manner in which the applicants are pursuing

completion of the required milestones, the CFP concludes that Parch 1986 fuel load date is optimistic,-,.however, completion within the second or third quarter 1986 is realistic.
