EBASCO LETTER TO

NRC DATED AUGUST 7,

1984

In your-letter of August 7,

1984 you commented

on my letter of May 29,

1984= to

various utility executives

concerning quality problems detected

by the

NRC in

HVAC equipment manufactured

by, the Bahnson

Company.

You were particularly

concerned

about the discussion of Ebasco's

involvement as described

in the

enclosed

NRC Inspection

Report

No. 50-400/84-05,

covering

Bahnson

equipment

procured for the Carolina

Power and Light Company

(CP8L) Shearon

Harris Plant.

Your first concern

was that

we had not discussed

our Harris inspection findings

with Ebasco prior to the distribution of our inspection report.

As is our

normal practice,

we held an exit. meeting with CP8L'staff.

It is always the

prerogative of the licensee

to invite its contractors

or provide information on

contractor

performance

subsequent

to the exit meeting.

This apparently

was not .

done with Ebasco

as you personally were not aware of it.

Your second

concern

was described

in your letter as

"unfounded allegations of a

, breakdown in Ebasco's

gA program."

As noted in the inspection report,

CP8L

apparently

depended

on Ebasco's

evaluations

and inspections

at the Bahnson

fabrication facility to assure

the quality of various

HVAC items.

Yet, the

NRC

inspection at the Shearon

Harris Plant revealed

numerous

HVAC hardware defi-

ciencies

apparently

unnoted

by Ebasco.

We conclude that Ebasco's

oversight of the quality assurance

program at the

Bahnson facility was not completely effective.

You 'assure

me that Ebasco

remains dedicated

to sound quality assurance'rograms.

I trust you have

reviewed the Ebasco

performance sUfficiently to assure

similar problems

do

not exist elsewhere

with Ebasco

in a similar role. If you,desire,

I will

arrange

a meeting

between

you and my staff .to.discuss

these

matters further.
