SUMMARY
OF MEETINGS HELD ON OCTOBER 24, 1983 WITH CAROLINA POWER AND LIGHT COMPANY TO DISCUSS MECHANICAL ENGINEERING BRANCH AND STRUCTURAL AND GEOTECHNICAL ENGINEERING BRANCH OPEN ITEMS On October 24, 1983, representatives from Carolina Power and Light Company and Ebasco Services, Inc. met with members of the Mechanical Engineering and Structural and Geotechnical Engineering Branches.
The purpose of the meeting was to discuss the SER open items for these branches.
Enclosures 1 and 2 are a list of attendees at the meeting.
The morning session of the meeting dealt with the Mechanical Engineering Branch (MEB) open issues on non-seismic/seismic interface anchors and on the design of Class 1 piping supports.
Ebasco reported that there were 59 non-seismic/
seismic interface anchors in the Harris plant which were part of this issue.
For these
- cases, 11 had been analyzed and the results showed that there was adequate margin.
Ebasco further stated that they would verify that all large bore interface anchors are within seismic buildings.
For small bore piping that penetrate non-seismic buildings, they would demonstrate that it was (1) designed to yield or (2) justify, the spacing for these systems.
The staff concluded that this issue was resolved unless a problem resulted from the review of the remaining 48 cases to be analyzed.
In the area of Class 1 piping supports, CP8L presented the design specifi-cations used for these systems.
The applicant explained that the Harris pipe supports were designed to ANSI 831. 1 and not to ASME Code Subsection NF.
Because the staff did not believe that the applicant has provided sufficient information to clarify the design basis used with this approach, it could not reach a decision on this issue and stated that additional justification for this approach was needed before the issue could be resolved.

At the afternoon session, the Structural and Geotechnical Engineering Branch (SGEB) discussed the open issues covering the physical anchors between the containment foundation and the bed-rock and the diesel generator fuel oil transfer system piping design.
Ebasco presented a review of the calculation that yielded the amount of bending the fuel oil transfer pipe would experience if the circulating water line broke and washed away the support soil under the oil pipe.
The SGEB reviewer questioned a number of the assumptions used in the detailed calculations and requested additional time to review the explanations.
The applicant agreed to this request and stated that it would rethink the options available to resolve the issue.
For the physical anchor issue, Ebasco presented a clarification of the infor-mation contained on the docket and a second analytical approach to resolving the issue.
The reviewer stated that the information appeared to be sufficient to close the issue but that a more detailed review was needed before he could make a final decision.
