SUBJECT:

SUl4~IARY OF MANAGEMENT MEETING ON SHEARON HARRIS A meeting was held on August 10, 1983 between management representatives of the applicant and NRR in Bethesda, Maryland.

The meeting was held at the applicant's request to discuss the licensing process and review schedule for Shearon Harris.

Attendees for the meeting are shown in Enclosure l.

The meeting is summarized as fol.lows.

~Summar The applicant's opening remarks emphasized its corporate commitment to a fuel load date of June 1985 for Shearon Harris Unit 1.

Construction on Unit 1 is currently 82K complete and about 150 of 2000 systems have been turned over'.for startup testing.

Although wor k on Unit 1 is about 2 months behind schedule, CP&L stated it has options available (e.g.,

use of multiple shifts and overtime) to meet its commitment for June 1985 fuel load.

CP&L indicated the need for a full time NRC Project Manager for Shearon Harris.

Ile stated that

>re have been scheduling staff resources in support of the applicant's projected fuel load date -and mill continue to do so.

tie also indicated concern that there were about 40 areas in the FSAR review process for which the staff had not yet received responses and which could affect maintaining the schedule for SER issuance.

To expedite the review process, CP&L should identify problems in the process early and 'should be aware of how issues were resolved in the last plant licensed that is similar to Shearon Harris.

'Me also stated that a senior full time project manager for Shearon Harris would be selected soon.

(A week after the meeting CP&L was notified that Bart Buckley was assigned as the Shearon Harris project manager))

CP&I. discussed its staffing plans for operation of Shearon Harris Unit l.

Currently there are 300 of the planned 402 operating staff on board and 77 of the planned 122 startup support staff.

The applicant does plan on six shift operation for Shearon Harris.

Se'veral licensing review areas were discussed by CP&L.

Ther'e included:

(1)

Emergency Planning (CP&L already has approved plans for Brunswick and Robinson; FEMA drill for Shearon.,IIarris is tentatively planned for Fall of 1984 and the hearing on emergency planning issues is tentatively scheduled to start in February 1985); (2) Equipment qualification (the program is expected to be 85Ã compl,'ete by May 1984 for a site audit at that time); (3) Detailed 'Control Room Wm oFacr 8309200048 830907 PDR ADOCK 05000400 SURNAME PDR OATS P

'4 Meeting Summary a staff site audit was scheduled, and held, during Qeek of August 15, 1983);

(4) Fire Protection Program (CP8L has performed a fire hazards analysis and will compare its program 'to A'ppendix R (Reguirements);

and (5) the effects of deletion of Units 3, and 4.

ltith regard to the review of human factors issues, the staff stated that the review of the Shearon Harris management;organization would be performed by Region II.

The staff indicated that the applicant's schedule for SPDS should be improved to permit resolution of problems.

Also, additional documentation may be required of the applicant in support of its DCRDR submittal.
