Dear Hr. Stafford:

This is in reply to your letter of July 15, 1980 wherein you inquired about intervention.

The Coomission permits, under certain circumstances, public intervention ih its licensing actions.

At the present time, there are no pending licensing actions relating to the Harris facility and, thus, there is no proceeding into which you could intervene.

In the future, Carolina Light and Power will file an application f'r an operating license for each of the four Harris units.

At that time, it would be appropriate for you to seek intervention.

Therefore, I am sending you a copy of the NRC rules (10 C.F.R. 5 2.714) which explain and govern the intervention process.'incerely, Charles A. Barth Counsel for NRC Staff
