Dear Mi. Eddleman:

The Appeal Board has received your postcard suggesting that "separate licensing 'hearings" be held for each unit of the Shearon Harris facility.

You based that suggestion on the fact that the applicant now proposes to bring the several units on line one by one over a lengthy period.

The company has not yet filed an operating license appli-cation for any of the units.

And, at this point, it is not clear from the papers we have seen that the company'indeed plans to seek licensing of all four units at once.

Zf it does so, it would then be up to the staff in the first instance to explore whether in the circumstances all four units are to be noticed for hearing at the same time.

Zn any event, your suggestion cannot. be acted upon by the Appeal Board at this juncture.

Accordingly, we are referring your postcard to the staff so that it may consider your suggestion.

Because it does not appear that you sent a copy of your post-card to counsel for the parties, we are doing so along with a copy of this letter.
