Review of SER requirements for main dam rock-fill is complete The Safety Evaluation Report (SER) Supplement No. 3 dated May 6, 1974, Section 2.7 required the applicant to provide the staff with:

"The results of the'test fill program proposed by the applicant to confirm that.the materials in.the rock embankments, after field compaction, meet the gradation specified and the properties assumed in the design of'he embankments."

- The applicant has submitted to NRC the document entitled "Report on Rock-fill Test Sections, Hain Dam, Shearon Harris Nuclear Power Plant, Carolina Power and Light Company, July 1979" which is intended to fulfillthe SER requirement.

We.and our consultant, the U. S. Army Corps of Engineers, South Atlantic Division, have reviewed the information provided by the applicant and we have

. inspected the test sections at the site.

We find that the applicant has met the requirements of the SER, Supplement 83.

The Corps of Engineer's letter repor~. J. Knight dated September. 5, 1979 is attached.

The following conditions are requ'>red to be met during construction to assure fulfillment of design

The second largest particle. dimension (or intermediate particfe dimension) of the rockfill must be less than 22 inches.

This controlling particle dimension corresponds to the screen size in the gradation test.

The rock fill in the lowest three (3) lifts on the downstream side between dam stationing 4 + 22 and 7 + 82'must contain less than 5 percent fines (minus 0200 sieve size).

3.

The plasticity index of the fine material in the rock fillmust be tested and reported so as to verify the applicant's statement that the fines are essential'ly non-plastic, 4.

The permeability of the rock-fill must not be less than 10 cm/sec.

5.

The shear strength of the placed rock fillmust be confirmed by at.

least 2 additional, large size triaxial tests to be performed on rock samples taken from the dam shell.

6.

Field permeability tests must be performed at the locations of the required density and gradation tests.

In addition, at least three (3) field permeability tests must be performed in the zone described in -item (2), above.

These requirements have been discussed with the applicant.

l<e recommend that you obtain a written.comnitment from the applicant to fulfil'lthese conditions.
