Harold D. Thornburg, Director, Division of Reactor Construction Inspection, IE RECOMflENDATION FOR BOARD NOTIFICATION RELATIYE TO ACCEPTABILITY OF IN-'PLACE CATEGORY I FILL AND CURRENT CATEGORY I FILL CONSTRUCTION PROCEDURES AT SHEARON HARRIS

.Forwarded for action is a recommendation that this subject be transmitted to the Board as a matter which they. should be aware of as required by IE-MC 1530.

,4 This matter was reported to RCI in the Daily Report on 4/19/79 and our further follow-up on the item has led us to believe that this item may lead to a new issue for the Board.

The issue of foundation engineering has been the subject of additional information from the staff since the SER was originally issued on 12/22/72.

Supplements 1,

2 and 3 issued on 4/27/73, 5/6/74 and 7/30/77 respectively have provided staff, positions in this subject area.

It is our opinion that the Board should be aware of the fact that questions have been raised regarding the following items and that the licensee agreed to stop work on all safety related fill construction until corrective actions have been taken.

Powerhouse Block - a question on the acceptability of in-place fill material exists; there is a need for revision to the construction specifications to establish adequate control of new fill placement and gC procedures need revision to assure adequate control of fill Inate ri a 1.

liest Auxiliary Dam - revisions to the construction specification are needed to define parameters used to judge the adequacy of fill placement as well as special handling techniques; verification of CONTACT:

acceptability of in-place material; revision of gC procedures and testing to assure the construction specification is being met and details on fill placement in the diversion area.

Yard Piping and Electrical Conduits - the adequacy of these items pending the results of the evaluation of in-place fill must be addressed.

The Board should also be informed that IE has prepared a transfer of lead responsibility to NRR so that the issues requiring criteria consideration can be reviewed by NRR.

PIPES AHD CONOUITS As a result of-telephone conversations and a site visit we have identified concerns regarding the placement criteria and test criteria for the following:

1.

backfill against Category 1 structures in the Power Block areq 2.

central core fill material for the Main.Dam, the Auxiliary Oam and the separating dike, and.

3.

fill and backfiT1 supporting Category

! pipes and conduits.

In your letter dated Hay 4, 1979 from H. A. HcOuffie to Harold Oenton, you provided revised placement and test criteria for Items 1 and 2 above.

We have reviewed the proposed criteria and found them acceptable for the placement of new fill. Our Division of Inspection and Enforcement has been advised.

In order for us to complete our review of the design criteria for fill and backfill supporting Category 1 conduits and pipelines (Item 3 above),

we require the information listed in the attached enclosure.

Please inform us of the date when this requested additional information will be available for our review.
