NRC INTEGRATED INSPECTION REPORT NO. 50-400/98-08
Dear Mr. Scarola:
This refers to the inspection conducted on August 16 through September 26, 1998, at the
Shearon Harris facility. The enclosed report presents the results of that inspection.
During the six-weeks covered by this inspection period, your conduct of activities at the
Shearon Harris plant was generally characterized by safety conscious operations and
conservative decision making.
Based on the results of the inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation, and the
circumstances surrounding the violation are described in detail in the enclosed report. The
violation is of concern because when viewed collectively with previous NRC violations and
findings by your staff, they exemplify a broader problem with your corpoiate office consistently
adhering to applicable regulatory requirements.
Although your immediate corrective actions to correct the violation were adequate, you are
required to respond to this letter and should followthe instructions specified in the enclosed
Notice when preparing your response.
Due to the concern described above regarding your
corporate office your response should include a discussion of the broader issue; The NRC will
use your response,
in part, to determine whether further enforcement action is necessary to
ensure compliance with regulatory requirements.
