GRANTING OF RELIEF FROM THE REQUIREMENTS OF THE ASME CODE, SECTION XI ANDAPPROVAL OF THE PROPOSED ALTERNATIVETO 10 CFR 50.55a(g)(6)(ii)(A)(2) - SHEARON HARRIS, UNIT 1 (TAC NO. MA0433)
Dear Mr. Scarola:
By letter dated December 16, 1997, as supplemented June 1, 1998, Carolina Power and Light (CP8 L) requested relief from 10 CFR 50.55a(g)(6)(ii)(A)(2), which delineates the requirements for the augmented examination of the reactor pressure vessel welds, and from the requirements of Section XI of the ASME Code for the Shearon Harris Nuclear Power Plant (SHNPP).
Specifically, relief request R1-011A contained a proposed alternative to the augmented reactor vessel examination, and R1-011B requested relief from the ASME Code,Section XI examination categories B-A, B-D, and B-F for several reactor pressure vessel (RPV) welds.
After evaluation of the information submitted, the Commission has authorized the proposed alternative to the augmented examination of the RPV welds in accordance with the provisions of 10 CFR 50.55a(g)(6)(ii)(A)(5) and 10 CFR 50.55a(a)(3)(ii), and has granted relief from the requirements of Section XI of the ASME Code pursuant to 10 CFR 50.55a(g)(6)(l). The proposed alternative contained in relief request R1-011A is authorized on the basis of the determination that CP&L could not satisfy the augmented exam requirements and that the examination already performed provides an acceptable level of quality and safety by providing reasonable assurance of the continued structural integrity of the subject RPV welds. Therefore, compliance with the requirements of 10 CFR 50.55a(g)(6)(ii)(A)(2) would result in hardship without a compensating increase in the level of quality and safety.
Relief request R1-011B is granted on the basis that meeting the ASME Code examination coverage for the RPV welds contained in the subject CP8L submittals is impractical and the examinations completed on the subject welds, as well as full Code-required examinations completed on other RPV welds provide reasonable assurance that any degradation of the subject welds would have been detected.
These reliefs are granted for the first 10-year inspection interval. The relief granted is authorized by law and will not endanger life, property, or the common defense and security, and are otherwise in the public interest, giving due consideration to the burden upon the licensee that could result ifthe requirements were imposed.
